*chuckles* I know what you mean, but the cost in time and money of doing an actual hiring (as well as justifying the release on probation) makes it prohibitive for that to occur. Especially as this form of employment provides benefits on Day 1.
Nah, if they are doing a bad job they hire contractors or other short term forms of employment allowing them to get people without going through all the rigorous steps required normally.
